मिनिस्ट्री ऑफ कॉर्पोरेट अफेयर्स, भारत सरकार द्वारा विश्व मानवाधिकार अनुसन्धान परिषद् (WHRRC) नाम  स्वीकृत होने के पश्चात HRPC के समस्त सदस्यों एवं सर्वसाधारण को सूचित किया जाता है कि दिनांक 01 अप्रैल 2026 से ह्यूमन राइट्स प्रोटेक्शन सेल (HRPC), जिसकी वेबसाइट WWW.HRPCINDIA.ORG है, का विलय विश्व मानवाधिकार अनुसन्धान परिषद् (WHRRC) में किया जा रहा है। विलय उपरांत ह्यूमन राइट्स प्रोटेक्शन सेल (HRPC) का नवीन नाम विश्व मानवाधिकार अनुसन्धान परिषद् (WHRRC) एवं जिसकी आधिकारिक वेबसाइट WWW.WHRRC.ORG होगी।

इस संबंध में निम्न आदेश प्रभावशील होंगे:

1. दिनांक 31 मार्च 2026 से पूर्व HRPC द्वारा जारी किए गए समस्त आईडी कार्ड, प्रमाण पत्र, नियुक्ति पत्र एवं HRPC से संबंधित अन्य सभी दस्तावेज/सामग्री दिनांक 31 मार्च 2026 से अमान्य माने जाएंगे। उपरोक्त अमान्य दस्तावेजों का उपयोग पूर्णतः प्रतिबंधित रहेगा।
2. दिनांक 01 अप्रैल 2026 से HRPC के सभी सदस्य स्वतः ही WHRRC के सदस्य माने जाएंगे। सभी सदस्यों के नए आईडी कार्ड, प्रमाण पत्र एवं नियुक्ति पत्र दिनांक 10 अप्रैल 2026 से WHRRC द्वारा जारी किए जाएंगे। नए दस्तावेज प्राप्त करने हेतु WHRRC INDIA के व्हाट्सएप हेल्पलाइन +91 8510888811 पर संपर्क किया जा सकता है।
3. WHRRC की संगठनात्मक संरचना इस प्रकार होगी - एक्टिव मेम्बर, राज्य कमेटी, राष्ट्रीय कमेटी एवं अंतर्राष्ट्रीय कमेटी।
4. विश्व मानवाधिकार अनुसन्धान परिषद् (WHRRC) विश्व के सभी देशों में कार्यरत होगा एवं इसका संविधान जल्दी ही उपलब्ध होगा।
5. ऐसे सदस्य जिनका HRPC सदस्यता आई कार्ड की वेलिडिटी समाप्त हो चुकी है वह दिनांक 10 अप्रेल 2026 के बाद WHRRC INDIA के व्हाट्सएप हेल्पलाइन +91 8510888811 पर संपर्क कर अपनी सदस्यता का नवीनीकरण करवा सकते है।
6. WHRRC के नियमों के अनुसार WHRRC के सदस्यों को लेटरहेड व स्टाम्प (सील) बनाने की आवश्यकता नहीं होती है, सदस्यों की डिमांड पर WHRRC कार्यालय द्वारा सदस्यों को उनकी समस्या अनुसार पत्र ड्राफ्ट कर उपलब्ध कराया जाता है जिसे सदस्य सम्बंधित कार्यालय / आयोग को प्रेषित कर सकते है।
7. दिनांक 31 मार्च 2026 से पूर्व नियुक्त सभी पदाधिकारियों के पद तत्काल प्रभाव से निरस्त किए जाते हैं। दिनांक 10 अप्रैल 2026 से राज्य, राष्ट्रीय एवं अंतर्राष्ट्रीय कार्यकारिणी का पुनर्गठन किया जाएगा।

यह निर्णय मिनिस्ट्री ऑफ कॉर्पोरेट अफेयर्स, भारत सरकार द्वारा नाम स्वीकृत होने के पश्चात लिया गया है। विश्व मानवाधिकार अनुसन्धान परिषद् (WHRRC) एक अंतरराष्ट्रीय संगठन होगा, जो Universal Declaration of Human Rights (UDHR) के सिद्धांतों पर आधारित होकर कार्यरत होगा। WHRRC मानवाधिकार अनुसंधान, मानवाधिकार उल्लंघनों की जाँच, मानवाधिकार शिक्षा, कानूनी सहायता तथा मानवाधिकार जागरूकता के के लिए प्रतिबद्ध होगा। WHRRC का मुख्य उद्देश्य विश्व के प्रत्येक व्यक्ति को समानता, न्याय, स्वतंत्रता एवं सम्मान के अधिकारों के प्रति जागरूक करना तथा उनके संरक्षण हेतु कार्य करना होगा।

After the name World Human Rights Research Council (WHRRC) has been approved by the Ministry of Corporate Affairs, Government of India, all members of HRPC and the general public are hereby informed that with effect from 01 April 2026, the Human Rights Protection Cell (HRPC), whose website is WWW.HRPCINDIA.ORG, is being merged into the World Human Rights Research Council (WHRRC). After the merger, the new name of Human Rights Protection Cell (HRPC) will be World Human Rights Research Council (WHRRC), and its official website will be WWW.WHRRC.ORG

In this regard, the following orders shall be effective:

1. All ID cards, certificates, appointment letters, and all other documents/materials related to HRPC issued before 31 March 2026 shall be considered invalid from 31 March 2026. The use of the above invalid documents shall be completely prohibited.
2. From 01 April 2026, all members of HRPC shall automatically be considered members of WHRRC. New ID cards, certificates, and appointment letters of all members will be issued by WHRRC from 10 April 2026. To obtain new documents, WHRRC INDIA WhatsApp helpline +91 8510888811 may be contacted.
3. The organizational structure of WHRRC shall be as follows – Active Member, State Committee, National Committee, and International Committee.
4. The World Human Rights Research Council (WHRRC) will operate in all countries of the world and its constitution will be available soon.
5. Members whose HRPC membership ID card validity has expired may, after 10 April 2026, contact WHRRC INDIA WhatsApp helpline +91 8510888811 to renew their membership.
6. As per the rules of WHRRC, members are not required to create letterheads or stamps (seals). On demand, the WHRRC office will draft letters for members according to their issues, which the members can submit to the concerned office/commission.
7. All office bearers appointed prior to 31 March 2026 are hereby removed from their positions with immediate effect. A new State, National, and International Executive Committee shall be constituted from 10 April 2026.

This decision has been taken after the name was approved by the Ministry of Corporate Affairs, Government of India. World Human Rights Research Council (WHRRC) will be an international organization, which will function based on the principles of the Universal Declaration of Human Rights (UDHR). WHRRC will be committed to human rights research, investigation of human rights violations, human rights education, legal assistance, and human rights awareness. The main objective of WHRRC will be to make every individual in the world aware of the rights of equality, justice, freedom, and dignity, and to work for their protection.
