HRPC Initiative for the Protection of Citizens’ Rights: Announcement of Webinar No. 202 on the Right to Information Act, 2005

The Human Rights Protection Cell (HRPC) has announced the organization of Webinar No. 202 in the public interest, based on the Right to Information Act, 2005. The webinar will be held on 20 February 2026 (Friday) at 08:00 PM via the online platform JioMeet. The objective of this program is to educate and empower citizens regarding the legal provisions, procedures, and effective use of the Right to Information. The keynote speaker for this webinar will be Hon’ble Member Judge Dr. Sandeep Kumar Pandya, who is presently serving as a Member at the Kheda District Consumer Disputes Redressal Commission, Gujarat. He is a distinguished jurist, academician, and human rights thinker, and has been honored with the Dr. Bhimrao Ambedkar National Human Rights Award 2025 at the HRPC International Human Rights Convention 2025. His extensive experience in the fields of law and education will provide participants with practical and authentic guidance. The webinar will cover the fundamental concepts of the Right to Information Act, 2005, the procedure for filing applications, the system of first and second appeals, the responsibilities of Public Information Officers, and key aspects of ensuring transparency and accountability in governance through RTI. Participants’ queries will also be addressed, offering practical insights into the effective implementation of the Act. The webinar will be conducted in both Hindi and English. HRPC believes that the Right to Information is a powerful instrument for strengthening democracy, enabling citizens to actively participate in governance and ensure transparency. This webinar will be highly beneficial for advocates, law students, social activists, journalists, and aware citizens.

नागरिकों के अधिकारों के संरक्षण हेतु HRPC की पहल: सूचना का अधिकार अधिनियम 2005 पर वेबिनार संख्या 202 की घोषणा

ह्यूमन राइट्स प्रोटेक्शन सेल (HRPC) द्वारा जनहित में सूचना का अधिकार अधिनियम, 2005 पर आधारित वेबिनार संख्या 202 आयोजित करने की घोषणा की गई है। यह वेबिनार दिनांक 20 फरवरी 2026 (शुक्रवार), रात्रि 08:00 बजे ऑनलाइन JioMeet माध्यम से आयोजित किया जाएगा। इस कार्यक्रम का उद्देश्य नागरिकों को सूचना के अधिकार के कानूनी प्रावधानों, प्रक्रिया एवं उसके प्रभावी उपयोग के प्रति जागरूक और सशक्त बनाना है। इस वेबिनार के मुख्य वक्ता माननीय सदस्य न्यायाधीश डॉ. संदीप कुमार पांड्या होंगे, जो गुजरात के खेड़ा जिला उपभोक्ता विवाद निवारण आयोग में सदस्य के रूप में सेवाएं दे रहे हैं। वे एक प्रख्यात विधिवेत्ता, शिक्षाविद् एवं मानवाधिकार चिंतक हैं तथा HRPC के अंतर्राष्ट्रीय मानवाधिकार अधिवेशन 2025 में डॉ. भीमराव अंबेडकर राष्ट्रीय मानवाधिकार पुरस्कार 2025 से सम्मानित किए जा चुके हैं। विधि एवं शिक्षा के क्षेत्र में उनका व्यापक अनुभव प्रतिभागियों को व्यावहारिक एवं प्रामाणिक मार्गदर्शन प्रदान करेगा। वेबिनार में सूचना का अधिकार अधिनियम, 2005 की मूल अवधारणा, आवेदन प्रस्तुत करने की प्रक्रिया, प्रथम एवं द्वितीय अपील की व्यवस्था, लोक सूचना अधिकारी की जिम्मेदारियाँ तथा RTI के माध्यम से शासन में पारदर्शिता और जवाबदेही सुनिश्चित करने जैसे महत्वपूर्ण विषयों पर विस्तार से चर्चा की जाएगी। साथ ही, प्रतिभागियों के प्रश्नों का समाधान करते हुए उन्हें अधिनियम के प्रभावी उपयोग की व्यावहारिक जानकारी दी जाएगी। वेबिनार की भाषा हिंदी एवं अंग्रेजी होगी। HRPC का मानना है कि सूचना का अधिकार लोकतंत्र को सुदृढ़ करने का एक सशक्त माध्यम है, जो नागरिकों को शासन प्रणाली में सक्रिय भागीदारी और पारदर्शिता सुनिश्चित करने का अवसर प्रदान करता है। यह वेबिनार अधिवक्ताओं, विधि विद्यार्थियों, सामाजिक कार्यकर्ताओं, पत्रकारों एवं जागरूक नागरिकों के लिए अत्यंत उपयोगी सिद्ध होगा।
 

HRPC’s Initiative on Prisoners’ Rights, Former Law Officer of Tihar Jail Mr. Sunil Kumar Gupta to Address the Webinar

The Human Rights Protection Cell (HRPC) has announced the organization of Webinar No. 201 on the topic “Prison Reforms and Prisoners’ Rights” with the objective of strengthening human rights awareness. The webinar will be held on Friday, 13 February 2026, from 08:00 PM to 09:00 PM, through the online platform JioMeet. The webinar will be addressed by Mr. Sunil Kumar Gupta, former Law Officer of Tihar Jail and currently the National Legal Advisor, HRPC, as the Chief Speaker. During his address, he will elaborate on the need for prison reforms, the constitutional rights of prisoners, and the legal provisions available under the Protection of Human Rights Act, 1993. Under Articles 14, 19, and 21 of the Indian Constitution, every individual is entitled to equality, liberty, life, and dignity, and these rights extend to persons in custody as well. However, violations of prisoners’ rights continue to be a serious concern in practice. In this context, HRPC’s webinar aims to provide legal awareness, guidance, and practical solutions. The webinar will also include discussions on the condition of undertrial prisoners, special rights of women and juvenile inmates, health and hygiene in prisons, availability of free legal aid, and the procedure for filing complaints related to human rights violations. Participants will also be informed about important judgments of the Supreme Court and High Courts concerning prison reforms. HRPC believes that prison reform is not merely an administrative matter but a humanitarian, social, and constitutional responsibility. Strengthening the reformative justice system plays a vital role in rehabilitation of prisoners, ensuring transparency in the justice system, and bringing positive change in society. HRPC has appealed to lawyers, law students, human rights activists, social organizations, administrative officers, and aware citizens to participate in the webinar in large numbers and contribute towards the protection of human dignity, justice, and constitutional values.

ह्यूमन राइट्स प्रोटेक्शन सेल (HRPC) द्वारा मानवाधिकार जागरूकता को बढ़ावा देने के उद्देश्य से “जेल सुधार और कैदियों के अधिकार” विषय पर वेबिनार संख्या 201 आयोजित करने की घोषणा की गई है। यह वेबिनार दिनांक 13 फरवरी 2026, शुक्रवार को रात्रि 08:00 बजे से 09:00 बजे तक ऑनलाइन जिओमीट (JioMeet) माध्यम से आयोजित किया जाएगा। कार्यक्रम में तिहाड़ जेल के पूर्व कानूनी अधिकारी एवं वर्तमान में HRPC के राष्ट्रीय विधिक सलाहकार श्री सुनील कुमार गुप्ता मुख्य वक्ता के रूप में प्रतिभागियों को संबोधित करेंगे। वे अपने व्याख्यान में जेल सुधार की आवश्यकता, कैदियों के संवैधानिक अधिकार, तथा मानवाधिकार संरक्षण अधिनियम, 1993 के अंतर्गत उपलब्ध कानूनी प्रावधानों पर विस्तृत प्रकाश डालेंगे। भारतीय संविधान के अनुच्छेद 14, 19 एवं 21 प्रत्येक व्यक्ति को समानता, स्वतंत्रता, जीवन एवं गरिमा का अधिकार प्रदान करते हैं, जिसमें कारावास में निरुद्ध व्यक्ति भी शामिल हैं। इसके बावजूद व्यवहारिक स्तर पर अनेक बार बंदियों के अधिकारों के उल्लंघन के मामले सामने आते हैं। इस संदर्भ में HRPC का यह वेबिनार जागरूकता, विधिक मार्गदर्शन एवं समाधान की दिशा में एक महत्वपूर्ण प्रयास है। वेबिनार के दौरान अंडरट्रायल कैदियों की स्थिति, महिला एवं किशोर बंदियों के विशेष अधिकार, जेलों में स्वास्थ्य एवं स्वच्छता की व्यवस्था, निःशुल्क कानूनी सहायता, तथा मानवाधिकार उल्लंघन की शिकायत दर्ज कराने की प्रक्रिया पर भी विस्तार से चर्चा की जाएगी। साथ ही, प्रतिभागियों को सुप्रीम कोर्ट एवं उच्च न्यायालयों के महत्वपूर्ण निर्णयों की जानकारी प्रदान की जाएगी, जिससे वे अपने अधिकारों के प्रति सजग एवं सशक्त बन सकें। HRPC का मानना है कि जेल सुधार केवल प्रशासनिक विषय नहीं, बल्कि एक मानवीय, सामाजिक एवं संवैधानिक दायित्व है। सुधारात्मक न्याय प्रणाली को सुदृढ़ करने से न केवल बंदियों के पुनर्वास में सहायता मिलती है, बल्कि समाज में सकारात्मक परिवर्तन और न्याय व्यवस्था में पारदर्शिता भी सुनिश्चित होती है। HRPC ने अधिवक्ताओं, विधि विद्यार्थियों, मानवाधिकार कार्यकर्ताओं, सामाजिक संगठनों, प्रशासनिक अधिकारियों एवं जागरूक नागरिकों से इस वेबिनार में अधिक से अधिक संख्या में सहभागिता करने का आह्वान किया है, ताकि मानव गरिमा, न्याय एवं संवैधानिक मूल्यों के संरक्षण को और अधिक सशक्त बनाया जा सके।
